HomeMy WebLinkAboutAgenda Statement 1976/11/02 Item 06CITY OF CHULA VISTA ITEM N0. b COUNCIL AGENDA STATEMENT 11/2/76 FOR MEETING OF: ITEM TITLE: Resolution - Accepting bids and awarding contracts for No. 8391 Irrigation Equipment and Supplies SUBMITTED BY Purchasing Agent ITEM EXPLANATION Bids were received and opened at 10:00 a.m. on October 12, 1976 in the office of the Purchasing Agent for the purchase of irrigation equipment and supplies. The materials will be for the irrigation systems at Loma Verde and Brandywine Park development. The items were placed in two sections by commodity groups. Section I consists of automatic controllers, sprinklers, valves and miscellaneous related supplies. Section II consists of plastic pipe and fittings. Eight (8) vendors were mailed proposal forms. See attached tabulation of bids received. In Section I, the Rainbird sprinklers were specified due to features incorporated in the sprinkler which are advantageous in the proposed locations. The heads feature the integral check valve, 2'," high pop-up and the Rainbird exclusive anti- back splash device. The part circle heads will be located in areas where back-splash must not occur, such as adjacent to school grounds and streets. None of the other sprinklers bid meet all these specifications. Past experience has found the Rainbird heads to be reliable and maintenance free. The Superintendent of Parks has submitted a letter, which is attached, regarding his recommendation on the Rainbird sprinklers. It is desirable to have the major components of an automatic irrigation system of the same manufacturer for standardization and maintenance. Purchase of these items, numbers 1, 2, 4 and 5 of Section I will cost $14,456.64, plus $867.40 sales tax, fora total of $15,324.04. On the balance of the items, Hydro-Scape Products is low bidder and the items are acceptable. Purchase cost is $2,297.77, plus $137.87 sales tax, fora total of $2,435.64. The low bid of Hydro-Scape Products on Section II is acceptable. Purchase cost is $4,282.22, plus $256.93 sales tax, fora total of $4,539.15. Block Grant Purpose Purchase of Irrigation Equipment and Supplies __`_: Eiaaer Pacific Products, Hydro-Scape Products ,~~~*_ificate ?do. 33 DATE: October 27, 1976 TO: Jim Espinosa, Director of Purchasing FROM: David Bradstreet, Superintendent of Parks SUBJECT: Justification for the Use of Model No. 41/SAM and ivo. 47/SAM Rainbird Automatic Irrigation Heads Because of the particular areas that the subject heads are to be located it is respectfully requested that the Rainbird Series be accepted on Bid No. 14-1976-77 due to the following features: 1. Have an anti-back splash feature which will enable the placement of heads around private property, streets and other areas where water is to be avoided. 2. They have a 2 1/4 inch high pop-up which eliminates or prevents stream breakup from high grass areas. 3. Has a built-in check valve which eliminates water puddling around the head area. 4. The stop-a-matic valve is readily accessible for maintenance without removing the entire casing from the ground. It is not recommended to use the Moody Model No. 44 or part circle heads for the following reasons: 1. The head in the casing only rises 1/2 inch which could possibly have an adverse effect on the water breakup due to grass growing around the head area. 2. The subject head performs at best when the PSI is between 60 and 70. The water pressure in the area where the subject system is designed is only between 45 and 50 PSI at the heads. 3. They do not have the anti-back splash feature. It is not recommended to use the ~3uckner Model No. 8450 series of heads for the follwing reasons: 1. They do not have the anti-back splash feature. 2. The riser in the head mechanism is plastic and due to previous experience, we have found breakage more readily due to vandalism. 3. These heads will :regire extra fittings to incorporate the stop-a-matic feature cahich would result in additional cost. Exceptance of any head other than what was called out in the Parks and Recreation Specifications could possibly mean future additional maintenance costs for parts and labor. DB:kb
