HomeMy WebLinkAboutAgenda Statement 1976/10/26 Item 21CITY OF CHULA VISTA ITEM N0. 21 COUNCIL AGENDA STATEMENT 10/26/76 FOR MEETING OF: ITEM TITLE: Resolution - Proposed Federal Aid Urban Program Submission No. 8377 SUBMITTED BY Director of Public works/City Engineer ITEM EXPLANATION By previous Council Action, projects totaling five million dollars have been submitted to the City/County Thoroughfare Advisory Committee for prioritization under the new Federal Aid Urban (FAU) Program. Subsequent to that submittal, Council adopted Resolution 8295, on August 17, 1976, approving a new procedure for the improvement of Federal Aid Urban Program submission. The older program rated each individual project as submitted, regardless of the type of facilities. The new procedure has three classes of projects. Those three classes are projects on the regional highway system, transit related projects, and local projects. The deadline for submitting projects has been extended and the sub- mission of new projects, we believe, is appropriate. The old projects will be appropriately classified as to whether or not it is a local, transit or a regional project by the Thoroughfare Committee. PROJECT TOTAL COST 1. Bus Paintenance Facility and T ransit Center (This is a modification to our previously submitted request.) $ 540,000 2. "H" Street Resurfacing; I-5 to Third Avenue 59,800 3. Broadway Reconstruction; Moss Street to 850 feet northerly 23,000 GRAND TOTAL $.766,900 Item 1 - Bus Maintenance System Facility and Transit Center - This project was previously submitted as two separate projects for consideration by the Thoroughfare Committee. The projects were entitled "Transit Equipment Facilities" and "Transit Passenger Facilities". This involves the site selection, design, and construction of a maintenance facility for at least 16 buses and a transit center/transfer point to serve as the hub of a "pulse-schedule" operation. The purpose of the project is to provide the fixed facilities necessary to expand Chula Vista bus service and to convert to pulse-scheduling which will improve the CVCBL/SDTC Interface. Items 2 through 5 involve resurfacing or reconstruction of existing City streets to avoid projected pavement failures as determined by a "road-rater" inspection of the existing streets. This project includes streets which are in our overlay program. This project has now been submitted since the new procedure allows for overlay projects upon regional highways. The new projects, plus additional funding for the two transit facilities, plus the previously submitted projects brings the total requested FAU fund- ing to $5,301,600. Per Federal Regulations, the City is obligated to fund with either State Gas Tax funds or General Funds approximately 180 of each project. However, it is unlikely that all of our projects will be approved since the total two-year program £or San Diego County region is $12,000,000+ and there will be many more requests for projects than funds available. Council will be advised of the status of the City of Chula Vista's pro- posals at appropriate states of the relatively complex approval process.
