HomeMy WebLinkAboutAgenda Statement 1976/10/12 Item 11CITY OF CHULA VISTA ITEM N0. 11 COUNCIL AGENDA STATEMENT FOR MEETING OF: 10/12/76 ITEM TITLE: Resolution No.8361- Reconfirming Agreement with (hula Vista City School District for Focus (Focus on the Community Utilization of Schools) and Appropriating Funds Therefor SUBMIT TED BY City Manager/Community Development Di rector I ITEM EXPLANATION: RAf.Kf,Rfll INn During the past year, the City has been involved in a joint project with the County Board of Supervisors, the Chula Vista Elementary School District, the Sweetwater High School District and the Southwestern Community College District for the purpose of coordinating community services. This community education concept is an expression of the philosophy that the school is most effective when it involves the people of the community in a program designed to fulfill their educational, recreational, cultural, social and health needs. The overall objective of the project is to meet these needs by maximizing the utilization of existing facilities and avoiding the duplication of services being performed by different agencies. The Focus project has been funded by the five participating public agencies each of whom has contributed $8 000. These funds pay for the employment of a coordinator, a secretary and the necess~y supportive services. The Focus coordinator reports admin- istratively to an assistant superintendent with the Chula Vista Elementary School District. Each agency has two representatives who sit on a committee which meets monthly to review periodic progress reports, provide policy direction and approve the receipt and expenditure of funds. ANALYSIS Upon the formation of Focus, several goals of the project were enumerated. Listed among these goals were the following: maximize the use of community resources; establish co- ordination and cooperation among individuals, groups, and organizations to avoid unnecessary duplication; identify community needs and wants and marshal community resources to meet these needs; encourage citizen participation in public agencies and community affairs; and provide or assist residents in securing needed social and health services from appropriate agencies. This first year, the Focus Committee has concentrated on identifying those community services which are not being provided and coordinating those services ~uhich are being delivered. To this extent, a community needs assessment has been conducted and a listing of ongoing community services has been developed centering on neighborhood areas. The first emphasis of the project has been directed to those schools designated as Community Schools; they are Harborside and Otay on the edge but within City limits and Lauderbach in the Plontgomery area. Among the specific accomplishments this past year are the following: 1. Senior citizens nutrition programs at Harborside and Lauderbach Schools. 2. Child care and health seminars at Lauderbach School. 3. Coordination of a meal program for seniors at Del Rey High School. 4. Provision of health services at schools such as blood checks and inoculations for area residents. 5. Input to the County relative to a proposed multi-purpose center in the Otay area. 6. Identification of social problems at the Jay L. Jay Apartment complex by Southwestern College students and the establishment of a child care center within the complex to be administered by the Chula Vista Elementary School District. 7. Free transportation for senior citizens on school buses. 8. Standardizing identification cards for senior citizens. 9. Planting of 32 gardening plots at Otay Elementary School by area families. RECOMMENDATION This first year has been a trial period with an emphasis on identifying community needs and wants and coordinating resources to deliver the necessary services. The project, at first, was hampered by the fact that the Focus Committee was unsure as to its direction and specific responsibilities. These difficulties were resolved and definite progress has been made. Many of the project goals were realized this first year and others are currently being addressed. From the City's standpoint, the Focus Committee can play a useful role in the provision of human care services thereby reducing the burden and pressure currently being placed upon the Council. The addition of Mueller School,as a designated Community School this year, should also provide more direct benefits to the City than were realized during the program's first year of operation. Therefore, it is recommended that the City continue its participation in Focus and allocate $8,000 from Special Revenue Sharing funds for this second project year. Also, it is requested that in addition to the Mayor, who presently serves on the Committee, the Council designate an alternate member to attend the monthly meeting should the Mayor be unable to attend. Each participating agency currently has two voting members on the Committee, one from the elected body and one staff person.
