ITEM TITLE Resolution #8359 - Amending Resolution No. 8202 and adding the
classification of Transit Coordinator to the
Middle Management Group

ITEM EXPLANATION
On June 15, 1976, the City Council adopted Resolution No. 8202 which designated the
membership of the Executive and Middle Management groups, and authorized related fringe
benefit plans. Previous to this action, the City Council accepted a Transit Improvement
Program (TIP) via Resolution No. 8125 which had been the result of a consultant study
conducted by Barton•~srhmarL,Incorporated. Included in the TIP was a recommendation to
hire a Transit Coordinator so that there could be fulltime staff responsibility for
transit planning and related activities.
At the time the Middle Management package was presented to Council for the Fiscal Year
1976-77, there did not exist a firm salary, class specifications or organizational
placement for the new Transit Coordinator position. For this reason, it was not
included in the list of classifications in the Middle Management group. All of the
requisite actions have been taken and the position of Transit Coordinator has been
filled, the incumbent being Mr. David Connor. Attached as Exhibits 2 and 3 are a
class specification for the position and a current Public Works organizational chart.
As can be seen, the position will be performing high-level administrative tasks and
will report directly to the Director of Public Works. It is, therefore, recommended
that the classification of Transit Coordinator be included in the Middle Management
group as it conforms with the Council-adopted criteria for membership (see Exhibit 1).
Inclusion of this one position classification will bring the Middle Management group
to 40 members, or some 8% of the 477 total authorized City positions.

1. In conjunction with the City Council,
establish broad policy goals. Primarily
concerned with value judgments and
questions as to "why" functions should
be performed.
2. Provide overall leadership tone for the
City and individual departments. Have
a more total system viewpoint of City
operations.
3. Have wide latitude in coordinating
financial, equipment, and manpower
resources for goal attainment. Receive
only general direction with performance
measured via total results.
4. Formal education is required with
emphasis upon high level management
techniques.

training is required. Emphasis is
upon research and analysis, as well as

TRANSIT COORDINATOR
Definition

Under direction to organize and supervise the activities of
the City's transit system; to perform difficult related professional
administrative and technical assignments; and to do related work as
required.
Examples of Typical Duties
Administers the daily operations of the City's transit system;
prepares and follows up on regional, state, and federal grants; coordinates
transit activities with schools, commercial enterprises, industrial plants,
recreational and park activities; prepares yearly update of the five-year
Transit Improvement Program; coordinates the design and installation of an
information system to supply management information for use by local, state,
and federal agencies; administers comprehensive transit marketing program,
prepares and administers contracts for transit service, advertising, equip-
ment purchase and facilities construction; coordinates the maintenance of
transit equipment and facilities; devises and implements transportation
programs for specialized populations; prepares and disseminates multimedia
transit information; supervises and trains subordinate personnel.
Desirable Qualifications
Training and Experience - Any combination equivalent to graduation
from college in Transit Systems, Mass Transportation Planning, Public
Administration or a related field and 3 years of increasingly responsible
professional experience in a related administrative and/or technical
capacity.
Knowledges Skills and Abilities - Knowledge of principals,
practices, and policies of municipal transit systems; knowledge of federal,
state, regional, and local transit laws; working knowledge of municipal
government and fiscal mahagement; ability to prepare regional, state, and
federal grants; ability to coordinate local, regional, state, and federal
transit activities; superior ability in oral and written expression; ability
to prepare clear and comprehensive reports; ability to supervise and train
professional and sub-professional personnel; ability to establish and maintain
effective working relationships with other employees, outside agencies, and
the public.
