ITEM TITLE: Resolution 353 Accepting Bids and Awarding Contract for Chain
Link Fence Covered Walkway - H lecrest Drive

ITEM EXPLANATION
On May 25, 1976 three alternatives were presented to the City Council at the
Council's request for enclosing the existing pedestrian walkway between
Berland Way and David Drive in Halecrest Estates. The three alternatives
were:
A. Installation of a 6' chain link fence estimated to cost $7,700.
B. Installation of an 8' chain link fence with provisions for a chain
link fabric cover to be installed at a later date at an estimated
cost of $14,000.
C. Installation of a chain link covered walkway at an estimated cost
of $20,000.
The City Council adopted a motion that Alternate "B" be approved; that is,
the installation of an 8' chain link fence along the walkway with open
framing across the top which, if necessary, could be enclosed at a later
date with chain link fabric.
The Director of Public Works advertised a contract with the basic bid for the
installation of the 8' chain link fence along both sides of the walkway. An
optional item was included in the bid proposal for adding the chain link
fabric cover to the walkway.

STAFF RECOMMENDATION:
1. City Council award contract to Alco Fence Company, including the optiona]
item for chain link fabric cover in the amount of $14,900.
2. City Council appropriate $16,390 from the unappropriated balance of the
General Fund and authorize the expenditure of these monies from Account
600-6000-GF20 for the construction of the chain link covered walkway.

The Director of Public Works received bids in the Engineering/Planning
Conference Room at 11:00 a.m. on Thursday, September 23, 1976 for the
project. Two bids were received as follows:

The engineer's estimate for the 8' chain link fence was $14,000. The low
bid of $12,650 is 9.6~ below the engineer's estimate. The engineer's
estimate for the optional item, chain link fabric cover, was $6,000.
The low bidder's price for this optional item in the amount of $2,250 is
62-1/2~ below the engineer's estimate.
When the Council adopted the motion to approve Alternate "B", they approved
the expenditure of $14,000 for the 8' chain link fence. Since the low
bid submitted by Alco Fence Company for the chain link fence and chain link
fabric cover is $14,900, only $900 above that which the Council originally
approved, it is recommended that the chain link fabric cover be installed
with this contract. The contract cost of $14,900 is considerably less
than the estimated cost of $20,000, which was presented to the Council at
the time they authorized the project.
