The City Council, on November 27, 1973 by Resolution 7105, approved a 6 Year Utilities Undergrounding Program for calendar years 1974 through and including 1979. The undergrounding of utilities along Broadway from "F" to "H" Street and "H" to "I" Street for calendar years 1974 and 1975 have been completed. The 6 Year Utilities Undergrounding Program which was adopted by the City Council shows that the project for calendar year 1976 is the undergrounding of utilities along "E" Street between Broadway and 4th Avenue, followed by the undergrounding of utilities in Broadway from "E" to "F" Street and along 4th Avenue from "E" Street to "F" Street in 1977. An increase in the cost of undergrounding utilities has required staff to reevaluate the 6 Year Utilities Undergrounding Program. The estimated cost of under- grounding "E" Street from Broadway to 4th Avenue has increased from $335,000 to $548,000; Broadway, "E" to "F" Street from $120,000 to $271,000; and 4th Avenue from "E" to "F" Street from $180,000 to $302,000. BOARD/COMMISSION RECOMMENDATION COUNCIL ACTION Form A-113 (Rev 5-75) Agenda Item No.8 Supplemental page 2 The City Council recently directed that the utilities along "F" Street between 4th Avenue and Church Avenue be undergrounded in conjunction with the widening of "F" Street. The estimated cost of undergrounding the utilities along "F" Street is $368,000. On January 1, 1977 the City will have approximately $600,000 of available allocated funds from San Diego Gas & Electric Company to underground utilities. City Council's direction to underground utilities along "F" Street necessitates a revision to the City's 6-year Utilities Undergrounding Program, which will be submitted to the City Council in the near future. It was the general consensus and the recommendation of the Underground Utility Advisory Committee that the City proceed with the undergrounding of the utilities along Broadway between "E" and "F" Street as its project for calendar year 1976, and that the undergrounding of utilities along "F" Street be accomplished during calendar year 1977. The formation of an undergrounding district to underground utilities along Broadway from "E" to "F" Street must be initiated as soon as possible if the City is to have an undergrounding project this year, because the remainder of the utility company engineering time is scheduled for other undergrounding projects with other agencies. A plat marked Exhibit A depicting the boundaries of the district for under- grounding utilities along Broadway between "E" and "F" Street is attached. All utilities within the district will be undergrounded. In conjunction with the undergrounding of the utilities, the City will install street safety lighting similar to those along Broadway from "F" to "I" Street. $29,000 has been budgeted in the Capital Improvement Program as project No. GT-28 for the installation of the street lighting. Since a city can borrow up to $200,000 from Future apportionments if an undergrounding involves a concurrent street widening project, there will be ample funds to construct both the Broadway "E" to "F" project and the "F" Street project during 1977. A transparency is available for Council viewing.
